Tarlak – Tribute to Accomplished and Responsible Legislative Advocates of Kalinangan

The Sangguniang Bayan of Moncada welcomed the Provincial Awards Committee on November 13, 2025 for the Tatak ng Kahusayan 2025: Tarlak assessment, a provincial search recognizing outstanding performance and innovations in local legislation across Tarlac.

Moncada was the last LGU to be assessed by the Provincial Awards Committee, led by LGOO VII Dennis A. Daquiz, Cluster 1 Team Leader of DILG Tarlac. The evaluation covered seven key areas:

1. Responsiveness of the Legislative Agenda

2. Availability of Legislative Documents

3. Effectiveness of the Performance of the Sanggunian

4. Efficiency of the Performance of the Sanggunian

5. Legislative Citations and Awards

6. Capacity Development for Legislators and Staff

7. Innovation

Present during the activity were department heads and functionaries from the Provincial Government of Tarlac, DILG Tarlac officials, and the Municipal Local Government Operations Officer of Moncada, Mr. Bryan N. Rivera.

Representing the host LGU were the members of the Sangguniang Bayan of Moncada led by Vice Mayor Jessie “Jess” Aquino, the SB Secretariat headed by Secretary Andy Molina, and Mayor RB Aquino.

The Tatak ng Kahusayan 2025: Tarlak serves as both an evaluation and a celebration of the Sanggunian’s dedication to responsive, transparent, and innovative local legislation in service to the people of Moncada.
