MONCADA, TARLAC — The Sangguniang Bayan of Moncada, through the Committee on Agriculture, conducted a committee hearing on September 9, 2026, on the Executive Request of Mayor RB Aquino for the adoption of a resolution supporting the Inclusive Partnership for Agrarian Reform Communities (IPARC) Project.
The hearing was presided over by Coun. Celeste A. Ayson, Chairperson of the Committee on Agriculture, with the participation of Vice Mayor Jessie E. Aquino and SB members.
Resource persons included Engr. Arlene Macalloc and Mr. Carlos Manrique of the Municipal Agriculture Office, and Mr. Ranbert V. Savella, Acting Municipal Assessor.
Discussions centered on the proposed municipal support for the IPARC Project, particularly its potential contribution to the welfare of agrarian reform beneficiaries (ARBs), farmers, and agricultural communities in Moncada.
The committee also considered the importance of strengthening support services for farmers, improving agricultural productivity and market opportunities, and promoting coordination among the local government, concerned national government agencies, farmer organizations, and other stakeholders.
Following the deliberations and consideration of the inputs presented, the Committee on Agriculture approved the proposed resolution at the committee level.
The approved committee measure will be submitted to the Sangguniang Bayan for plenary deliberations and appropriate legislative action.
The committee hearing reflects the local government’s continuing commitment to advancing and strengthening agricultural development, and promoting the welfare of agrarian reform beneficiaries and farming communities in Moncada.
