SB COMMITTEES PASS MEASURE ON TRUCK COVERINGS TO PREVENT ROAD ACCIDENTS
MONCADA, TARLAC — The Joint Committees on Public Transportation and Public Safety conducted a committee hearing on September 1, 2026, to deliberate on a proposed ordinance requiring trucks, haulers, and heavy vehicles carrying loose, granular, or waste materials to use functional coverings to prevent spillage along roads within Moncada.
The hearing was presided over by Coun. Charl Justin E. Quijano, Chairperson of the Committee on Public Transportation, and co-presided over by Coun. Constante Nestor A. Favis, Chairperson of the Committee on Public Safety, with the participation of Vice Mayor Jessie E. Aquino, SB members, and resource persons from the Municipal Engineering Office, Motorpool, PNP, CSI-IG, and representatives of hardware and construction supply businesses.
The proposed measure covers trucks, dump trucks, cement mixers, trailers, garbage trucks, tractors, and other heavy vehicles carrying materials such as sand, soil, gravel, cement, construction debris, solid waste, and other loose cargo.
The committee discussed the required standards for durable and securely fastened coverings, enforcement mechanisms, penalties, and clearing and cleaning fees for road spillage. A warning or grace period was also proposed to give vehicle operators and businesses sufficient time to comply with the requirements.
Following the deliberations, the Joint Committees favorably approved the proposed ordinance at the committee level and endorsed it for plenary deliberations on Second Reading, subject to further refinements and minor revisions.
The measure seeks to promote safer, cleaner, and more orderly roads within Moncada.
