SANGGUNIANG BAYAN HOLDS COMMITTEE HEARING ON PROPOSED HIV/AIDS AND STI PREVENTION ORDINANCE
MONCADA, TARLAC — The Sangguniang Bayan of Moncada conducted a committee hearing on September 9, 2026, to deliberate on a proposed ordinance establishing policies and measures for the prevention and control of sexually transmitted infections (STIs), HIV, and AIDS in the municipality.
The hearing was presided over by Coun. Janius John C. Yasay, Chairperson of the Committee on Health, with the participation of members of the Sangguniang Bayan and Vice Mayor Jessie E. Aquino.
Resource persons from the Municipal Health Office (MHO) and Balai Moncalinga also took part in the discussion, including Ms. Dulce Amor Aquino, Public Health Nurse and HIV Program Nurse Coordinator, and Ms. Janine Mina, PHN.
The proposed ordinance seeks to strengthen the municipality’s local response to HIV, AIDS, and other STIs through preventive measures, health education, coordination among concerned offices and stakeholders, and the establishment of the Moncada Local HIV/AIDS and STI Council (MLHASC).
During the hearing, the committee and resource persons discussed the proposed policies and implementation mechanisms, with inputs aimed at ensuring that the measure is responsive to the municipality’s public health needs and aligned with existing national policies and programs, particularly on issues about stigma, high risk behaviors and logistics requirements.
Following the deliberations, the Committee on Health approved the proposed ordinance at the committee level, incorporating the necessary inputs and recommendations raised during the hearing.
The proposed measure will now be submitted for plenary deliberations under second reading.
