SANGGUNIANG BAYAN COMMITTEES DELIBERATE EMERGENCY HOTLINE ORDINANCE

MONCADA, TARLAC — The Joint Committees on Trade and Industry and Disaster Risk Reduction and Management (DRRM) conducted a committee hearing on September 1, 2026, to deliberate on a proposed ordinance requiring business establishments and schools to prominently post official emergency hotline numbers within their premises.

The hearing was presided over by Coun. Jayvee B. Natividad, Chairperson of the Committee on Trade and Industry, and co-presided over by Coun. Constante Nestor A. Favis, Chairperson of the Committee on DRRM, with the participation of Vice Mayor Jessie E. Aquino, SB members, and resource persons from the MDRRMO, PNP, DepEd, and BPLO.

The proposed measure seeks to make emergency contact information readily accessible to the public and facilitate faster coordination and response during emergencies. Discussions covered the official hotline numbers to be posted, the prescribed poster format, enforcement mechanisms, and corresponding penalties for non-compliance.

Following the deliberations, the Joint Committees favorably approved the proposed ordinance at the committee level, subject to refinements including the updating of emergency numbers, inclusion of the PNP in the enforcement mechanism, guidelines on poster size and quantity, and coordination with the Municipal Information Office for the official template.

The proposed ordinance will proceed to the Sangguniang Bayan for plenary deliberations and appropriate legislative action.
