Moncada, Tarlac – The Department of Social Welfare and Development (DSWD) spearheaded a Project LAWA and BINHI Technical Working Group (TWG) Learning Visit today, March 17, 2025, in Barangay Tubectubang, Moncada, Tarlac.
The initiative aimed to provide national government agencies and development partners, especially new TWG members, with firsthand experience and key insights that will contribute to refining the Green Climate Fund (GCF) proposal. The visit showcased best practices, innovative approaches, and tangible outcomes related to climate change adaptation, water access, and food security.
The learning visit served as a benchmarking activity for participating agencies to gain valuable references in strengthening the proposed Philippine Climate Adaptation and Disaster Resilience Program (PCADRP) for GCF support.
The event was attended by representatives from various national agencies, including the Department of Social Welfare and Development (DSWD) Assistant Secretary Marie Rafael of the Policy and Plans Bureau (PBRMO), Disaster Response Management Bureau Director Dr. Maria Isabel B. Lanada, DSWD Field Office 3 Regional Director Venus F. Rebuldela, DSWD Field Office 3 Disaster Response Management Divsion Chief Allyp Albert L. Baybayan, Department of Agriculture (DA) Region 3 – Regional Technical Director for Special Concerns Juanito Dela Cruz, Development Bank of the Philippines Senior DSP Manager Jona Kristel Luardo, United Nations World Food Programme Representatives Georgi Dolidoze, Rushini Perera and Matteo Vailati, Department of Labor and Employment Chief, Labor and Employment Office Jose Roberto Navata, and National Irrigation Authority Division Manager Martin Tacloban, Provincial Government Unit, and Local Government Unit Officials of Moncada.
The visit provided a comprehensive overview of ongoing climate resilience efforts and emphasized the need for inter-agency collaboration in addressing climate change challenges. Through this initiative, the DSWD and its partners seek to further enhance sustainable strategies and secure funding for long-term environmental and socio-economic resilience programs in the Philippines.
Project LAWA at BINHI aims to build climate and disaster-resilient communities by addressing water scarcity and food insecurity through water access improvements and sustainable farming practices.
