MONCADA, TARLAC — The 12th Sangguniang Bayan of Moncada took up measures concerning drug prevention among youth, solo parent welfare, public infrastructure safety, and recognition of board and Bar examination topnotchers during its 38th Regular Session on September 22, 2026, presided over by Vice Mayor Jessie E. Aquino.
Among the new measures introduced was a proposed ordinance by Coun. Leslie G. Lopez strengthening drug abuse prevention among students and youth through family, school, and community participation. The proposal was jointly referred to the Committees on Legal Matters, Social Welfare, Youth, Peace and Order, and Education for further study and committee hearing.
The Sanggunian also lifted from its archives the proposed Solo Parents’ Welfare Ordinance to allow further deliberations and consultation with the executive department, particularly on matters of funding support.
Meanwhile, Coun. Michael B. Uycoco introduced a proposed ordinance mandating annual structural and safety inspections of public infrastructure, government facilities, bridges, and roads in Moncada, including the publication of an annual infrastructure status report. The proposal was referred to the Committee on Infrastructure chaired by Coun. Charl Justin E. Quijano.
Highlighting the session was the unanimous approval on Third and Final Reading of Municipal Ordinance No. 2026-012, or the “Moncada Board and Bar Exam Topnotchers Recognition and Incentive Ordinance,” authored by Coun. Quijano and sponsored by Coun. Uycoco.
Under the ordinance, qualified bona fide residents of Moncada who place in the Top 10 of PRC licensure examinations or the Bar Examination will receive a plaque and cash incentive.
The measure institutionalizes recognition for Moncadenians who attain exceptional distinction in professional and Bar examinations, complementing the local government’s continuing programs supporting academic and professional excellence.
