MONCADA, TARLAC β€” Access to emergency contact information in schools and business establishments across Moncada is set to become more systematic following the signing of Municipal Ordinance No. 2026-010, or the β€œPublic Safety Information Posting Ordinance of Moncada,” by Mayor Ramon Benito M. Aquino on September 21, 2026.

The ordinance requires all public and private schools and business establishments operating in the municipality, including sari-sari stores, gasoline stations, restaurants, retail shops, banks, clinics, pharmacies, offices, resorts, hardware stores, and other commercial, industrial, and agricultural establishments, to prominently display updated emergency hotline numbers within their premises.

The required emergency contact list includes the Moncada Rescue/MDRRMO, Municipal Health Office, Municipal Information Office, Bureau of Fire Protection, Philippine National Police, barangay emergency contact, Cong. Enrique Henry M. Cojuangco Memorial District Hospital, TARELCO I, and Moncada Water District. Posters must be A4 size or larger, legible, visible, accessible, and maintained in updated condition.

The ordinance also sets specific posting requirements based on the type and size of the establishment. Schools and large business establishments are required to display posters in relation to their emergency evacuation plans, while others must place them in conspicuous and accessible areas such as entrances, lobbies, cashier areas, front desks, or customer waiting areas.

Compliance will be monitored by the concerned municipal offices and partner agencies, including the Business Permits and Licensing Office, Municipal Disaster Risk Reduction and Management Office, Municipal Engineer’s Office, BFP, PNP, and, for schools, the appropriate DepEd offices and school authorities.

The ordinance provides corresponding measures for non-compliance. Business establishments and private schools may be issued written warnings for a first offense, followed by fines of β‚±1,000 for a second offense and β‚±2,500 for third and subsequent offenses, subject to the other measures provided under the ordinance. Public schools are subject to a separate compliance and referral process, with no monetary penalties imposed under the ordinance.

Municipal Ordinance No. 2026-010 was authored and sponsored by Coun. Jayvee B. Natividad, Chairperson of the Committee on Trade and Industry, and co-sponsored by Coun. Constante Nestor A. Favis, Chairperson of the Committee on Public Safety. It was enacted by the Sangguniang Bayan on September 15, 2026 and subsequently approved by Mayor Aquino on September 21, 2026.

The measure is part of the LGU’s continuing efforts to strengthen public preparedness by making essential emergency information readily accessible where people live, work, study, and seek services. By ensuring that emergency numbers are visible and available within schools and establishments, the ordinance provides a practical mechanism for faster access to the appropriate responders during emergencies.
