MONCADA, TARLAC โ Four major measures moved forward during the 37th Regular Session of the Sangguniang Bayan of Moncada on September 15, 2026, covering civil society participation, support for agrarian reform beneficiaries, the Municipalityโs 2027 Annual Investment Program, and emergency preparedness measures. The session was presided over by Vice Mayor Jessie E. Aquino.
Among the measures approved was Resolution No. 2026-12-079, granting CSO accreditation to the Apo Lucia Farmers Association, Inc., and Resolution No. 2026-12-080, granting CSO recognition to the Banaoang East Farmers Association, Inc., thereby acknowledging the organizationsโ participation in local governance for the Legislative Term 2025โ2028. Said resolutions were sponsored by the Committee on CSOs, chaired by Coun. Celeste A. Ayson.
For the agricultural sector, Resolution No. 2026-12-081 – sponsored again by Coun. Ayson, formally expressed the Municipal Governmentโs commitment to support the Inclusive Partnerships for Agrarian Reform Communities (IPARC) Project, particularly in partnerships, coordination, and logistical assistance for identifying, validating, and implementing infrastructure subprojects benefiting Agrarian Reform Beneficiaries (ARBs) in Moncada.
The Sanggunian also adopted and concurred with the Annual Investment Program (AIP) of the Municipality of Moncada for Calendar Year 2027 through Resolution No. 2026-12-082, with a total amount of โฑ907,636,754.93. The AIP serves as the basis for allocating local government resources to priority development projects aligned with the municipalityโs development plans and budgetary priorities. Another major measure approved was Municipal Ordinance No. 2026-010, or the โPublic Safety Information Posting Ordinance of Moncada,โ authored and sponsored by Coun. Jayvee B. Natividad, and co-sponsored by Coun. Nestor A. Favis. The Ordinance requires all public and private schools and business establishments to prominently display updated emergency hotline numbers within their premises. Its objective is to establish a uniform and visible system of emergency information posting to ensure immediate access to critical contact numbers, thereby expediting response times, strengthening agency coordination, and enhancing public safety and disaster preparedness in the municipality.
Also approved on Third and Final Reading was Municipal Ordinance No. 2026-011, the โMoncada HIV/AIDS and STI Ordinance of 2026,โ establishing local policies and measures for the prevention and control of STIs, HIV, and AIDS and creating the Moncada Local HIV/AIDS and STI Council (MLHASC) to oversee the programs related to HIV/AIDS/STI prevention and control. Said Ordinance was authored and sponsored by Coun. Janius John C. Yasay, in response to the unabated increase in HIV/AIDS/STI cases, especially among the youth sector.
The approved measures form part of the Councilโs continuing efforts to address the needs of the Moncadenians through concrete actions and programs with clear and responsive directions. ####
