𝗠𝗔𝗬𝗢𝗥 𝗥𝗕 𝗔𝗤𝗨𝗜𝗡𝗢 𝗦𝗜𝗚𝗡𝗦 𝗙𝗥𝗘𝗘 𝗟𝗘𝗚𝗔𝗟 𝗛𝗘𝗟𝗣 𝗗𝗔𝗬 𝗜𝗡𝗧𝗢 𝗢𝗥𝗗𝗜𝗡𝗔𝗡𝗖𝗘

𝗠𝗮𝘆𝗼𝗿 𝗥𝗮𝗺𝗼𝗻 𝗕𝗲𝗻𝗶𝘁𝗼 𝗠. 𝗔𝗾𝘂𝗶𝗻𝗼 has officially signed into law Municipal Ordinance No. 2025-008, otherwise known as the Free Legal Help Day Ordinance of Moncada.

Enacted by the 12th Sangguniang Bayan on September 2, 2025, the ordinance institutionalizes a Free Legal Help Day in Moncada to provide free legal consultation, advice, and referral services to constituents, especially the poor and marginalized sectors.

The measure was principally authored and sponsored by Coun. Leslie G. Lopez, with Coun. Janius John C. Yasay, Coun. Jayvee B. Natividad, Coun. Charl Justin E. Quijano, and LnB President Bernadine C. Ferrer as co-sponsors.

The Free Legal Help Day Ordinance of Moncada seeks to provide constituents with free legal consultation and advice while strengthening partnerships with the Public Attorney’s Office (PAO), Integrated Bar of the Philippines (IBP), law schools, NGOs, and volunteer lawyers. It also establishes a referral system for unresolved or complex cases to ensure proper legal support, raises public awareness on rights and relevant laws through education campaigns, and promotes inclusive governance and equal access to justice.

Free Legal Help Day will be conducted at least once every quarter, and may be integrated with major municipal events such as the Moncada Founding Day Celebration to maximize participation and reduce costs.

Mayor Aquino welcomed the passage of the measure, stating that “This initiative shows what we can achieve when government and our partners in the legal profession work hand in hand. Together, we are building a community where justice truly serves everyone.”

The Sangguniang Bayan likewise expressed confidence that the institutionalization of Free Legal Help Day will ease the burden of many of our kailyans who lack the resources to seek legal advice, while ensuring stronger partnerships with legal aid institutions.

The ordinance will take effect 15 days after its posting in public places and official LGU online platforms.
