GOVERNOR Susan Yap issued Executive Order (EO) declaring temporary road closure and establishing alternate traffic schemes in connection with the 9th KanLahi (Kanlungan ng Lahi) festival set to start on March 3.
The EO, signed and received by the city government of Tarlac on February 28, superseded the letter of the city hall to not allow the provincial government to pass through the historic F. Taรฑedo street during the March 3 KanLahi Street Dancing Competition and for the March 8 Grand Float Parade/Parade of Stars due to what they termed as โcarless daysโ.
In issuing the EO, Gov. Yap made mention of Section 21 of the Local Government Code that states โany national or local road, alley, park, or square may be temporarily closed during an actual emergency, or fiesta celebrations, public rallies, agricultural or industrial fairs, or an undertaking of public works and highways, telecommunications, and waterworks projects, the duration of which shall be specified by the local executive concerned in a written orderโ.
She likewise stated that โthe festival activities are customarily held on the designated roads and venues such as the Rotary Lane (March 1-9 for the trade fair), portion of F. Taรฑedo Street up to Maria Cristina Park (12 noon onwards of March 3 for the Street Dance Competition), portion of Romulo Boulevard (12 noon onwards of March 7 for the Music Festival), portion of F. Taรฑedo Street to Maria Cristina Park (1pm onwards of March 8 for the Grand Float Parade/Parade of Stars) and the half-lane of the Paninaan Road of the Aquino Boulevard (12 noon onwards of March 7 and

The scheduled Drum and Lyre Competition was scrapped by the organizers of the KanLahi Festival and will instead be scheduled on May 28 during the commemoration of the Araw ng Lalawigang Tarlac.
The EO further stated that the public is hereby informed that during the road closure, no unauthorized vehicles shall be permitted on the affected roads and all national and local government offices in the Province of Tarlac are directed to provide their full and active support, as well as their utmost cooperation, to ensure the successful celebration of the 9th KanLahi Festival.
The EO will take effect on March 3 and will remain in force until such time the affected roads are reopened to vehicular traffic.
The city government through its administrator Atty. Joselito Castro rejected the earlier request of the provincial government to temporarily close portion of F. Taรฑedo street and Paninaan road for the KanLahi festivities forcing the provincial government to consult with the Department of the Interior and Local Government and for the governor to issue the EO.
